An open web. A fairer exchange.

The Odexa Foundation was founded to help keep the web fair, open and shaped by the many. Our mission extends beyond any one protocol. As digital systems evolve, the people and organisations who create useful assets should have a meaningful voice in how those assets are accessed, used and valued.

Originators should have a voice

Behind information, content and digital assets are investments of time, energy and capital. We believe the interests of those originators deserve a place in decisions about how agents, LLMs and the services around them use that work.

Openness and choice belong together

An accessible web should offer room for different terms and business models. Originators should be able to share freely, set conditions or offer paid use, within the rights they hold. We want those choices to be clear enough for participating systems to understand and respect.

Fair value takes many forms

Recognition, discovery, referrals, reciprocal access and payment can each matter. No single model suits every originator or every asset. Fair exchange should make room for those differences and support the ongoing work that makes the web valuable.

Accountability needs evidence

Originators need useful ways to monitor participating access and use. Measurement should distinguish what a system observed from what a participant reported. Unknown activity should remain unknown. A signature authenticates a statement; it does not establish that every statement is true.

Participation should remain open

Open standards should support practical self-hosting and competing implementations. Access to a particular marketplace, payment provider or foundation service should not be required to participate.

The web’s future should serve the many

We are concerned about a future in which the web’s benefits and influence over information concentrate, while the people whose work sustains it have little say or return. Our response is to build practical alternatives: transparent terms, voluntary agreements, useful evidence and opportunities for fair value exchange.

We are free-market first. We also welcome evidence-led discussion with governments and the wider community about conditions that support a fair, open web.

A research agenda, open to testing

These are our principles and hypotheses, not findings of a completed study. Our research asks:

1. Can originators and agent operators implement clear, scoped terms with manageable effort?
2. What encourages useful voluntary participation and sustained reporting?
3. Which forms of evidence help originators make decisions, and where do gaps remain?
4. How can different models of value exchange sustain originators while preserving access and competition?
5. Can originators move between providers while retaining useful agreements and evidence?

The Odexa protocol provides a concrete starting point for this work. Its development tests assess specified technical behaviour. They do not establish adoption, business benefit or visibility into hidden model use.
